Can't see that making them 'under the counter' will have the required effect.
A better solution would be to pass a law that all cigarette packets are white with printed text in black only; all brand names to be in a font no larger than 20% of the size of the health warning, and any other manufacturer information no larger than 10%. No logos at all. No Point of sale displays permitted at all.
Cigarette packets will become boring, even if they are on display.
