Erm… no, not really - it sounds as if you rely on the lady to know the move and lead you into the preperation.
In both variations there is very little "weight" used, and the most tension in the lead is in the preperation stage before the spin. If you are too heavy on the lead in the 'static' variation, then you are dragging her rather than leading her.
In this variation, the lady takes a step forward and rotates on her front foot, placing her 'free' foot from where it was behind her, round in the turn and back to the same spot - tension in an 'L' shaped, elbow-elbow, flat hand hold. If this is led too forecefully, then the lady will be off ballance, over rotate, and slam into your block {ouch}, or miss it completley.
The push-spin from here is a traveling one so that the lady can get back infront of you; the amount of travel, while maintaining ballance is difficult for beginner ladies to get right (especially with some of the miss-directed push-spins from beginner men) - I think that this is the main reason it was superceeded for the "new and improved" version.

If you turn 180º and and the lady 90º, then you present a "strong" frame and good static pose as a background to the lady's motion. Nice contrast and can be used to add 'style' elmements if wished.

If the lady stays facing, how do you prepare for the push-spin?
