There are many programs around, many free, for creating animated gifs. The usual method is to start with and "learn" (nudge, nudge, wink, wink smiley) from some that you like.

Actually, even then I'm not sure how easy it is to expand the smilie library - possibly some smilies could be replaced with the new batch without too much hacking, but I really don't know. Clever people like Ducasi and Franck might...

It's quite easy. VBulletin make it easy to add new smilies. It just consumes a little time. I'd like some different smilies!
